DECLARATION OF Thomas J Cretney IN SUPPORT OF LEAVE TO INTERVENE IN POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 SUBSEQUENT LICENSE RENEWAL PROCEEDING Under penalty of perjury, I, Thomas J Cretney, declare as follows:

1) My name is Thomas J Cretney. I am an adult citizen of the State of Wisconsin. I also am a member of Physicians for Social Responsibility Wisconsin (PSR WI), hereafter referred to as Petitioner.
2) My residence is located at N2401 Vanderloop Rd, Kewaunee, WI which is located 18 straight-line miles from the Point Beach Nuclear Plant (PBNP). I conduct the following activities within a 50-mile radius of PBNP:

I maintain property as a full time residence.

3) I understand that NextEra Energy Point Beach, LLC seeks to extend until 2050 and 2053 the operating licenses for PBNP Unit 1 and Unit 2, respectively. If the license extensions are granted, PBNP will be allowed to operate for a total of 80 years.
4) I have conducted some investigation of my own about this license extension. PBNP was originally licensed to operate 40 years, and an extension to 80 years means that the power plants components, from plumbing to electric circuitry to pumps, reactor vessel and other parts may be in use and become worn or stressed beyond their design limits. The reactor vessels are significantly embrittled. The chance of serious mishaps that could endanger personnel, the public, Lake Michigan, groundwater and the air and physical environment around the plant will only increase as plant operations continue.
5) I am concerned that the cooling system for PBNP Units 1 and 2 kills millions of fish per year by the daily withdrawal of millions of gallons of water and its expulsion without cooling back into Lake Michigan. I believe that there might be tritium and radioactive isotopes from the plant that have contaminated the plant site, groundwater beneath it, and that chemical as well as radioisotope contamination has flowed or may flow into Lake Michigan.
6) If the additional 20 years of operation is allowed, the quantity of irradiated fuel onsite will grow larger along with the chances of an accident involving the spent fuel pool at PBNP, such as a spent fuel pool fire or canister drop accident. There will also be a larger possibility of serious breach of one or more of the dozens of spent fuel storage casks maintained at PBNP. I am concerned that my family and/or I might be killed, injured or sickened by airborne or waterborne radioactive releases, and that I might suffer irreparable damage to real and personal property.
7) I am also concerned about radioactive leaks and contamination from the routine handling and storage, whether in a spent fuel pool or dry storage casks or canisters, of spent nuclear fuel and other irradiated materials at PBNP during the extended operating period.
8) I want to intervene in this subsequent license extension proceeding and to have my interests advanced and represented by PSR WI, an organization of doctors and health advocates with offices in Madison, Wisconsin. My interests will not be adequately represented absent my legal intervention and without the opportunity of PSR WI to participate as a full party in this license transfer and/or amendment proceeding on my behalf.
