LETTER NOMINATING MR. AARON R. ARMSTRONG TO THE AMERICAN SOCIETY OF MECHANICAL ENGINEERS NQA-1 PROGRAM MANAGEMENT PROCESSES SUBCOMMITTEE

Dear Mr. Blyth:

I would like to nominate Mr. Aaron R. Armstrong as the authorized NRC representative on the Nuclear Quality Assurance (NQA) -1 Program Management Processes Subcommittee (PMP SC) of the American Society of Mechanical Engineers (ASME). Mr. Armstrong is a Vendor Inspector and a qualified technical reviewer, specializing in quality assurance, in the Office of Nuclear Reactor Regulation (NRR). He is responsible for the oversight and planning of vendor inspections, and the development of agency guidance related to the nuclear supply chain and quality assurance requirements. Mr. Armstrongs ASME PAF-A and PF-1 forms are enclosed.

In accordance with the Office of Management and Budget Circular No. A-119, "Federal Participation in the Development and Use of Voluntary Consensus Standards and in Conformity Assessment Activities," January 27, 2016, the participation on a committee of an NRC-authorized representative does not connote agency agreement with, or endorsement of, decisions reached by the committee, or of standards approved and published as a result of the committees efforts. Agency representatives participating on consensus standards developing groups will, to the extent possible, ascertain the views of the agency on matters of interest and will express views that are consistent with established agency views.

However, the NRCs endorsement of these standards, if desired by the NRC, would be part of a separate activity such as incorporation by reference into rulemaking or endorsement in an NRC regulatory guide.
