PROGRAM OVERVIEW

  • Mission o Licensee Oversight and Assessment o Response Coordination o Public Information
  • When we activate o Licensee events o Non-licensee events 2

RESPONSE PROCESS

  • Licensee notifies NRC as soon as possible but within 60 minutes of emergency
  • Internal Management Decision to Activate program
  • If activated, NRC:

o Remains in direct communication with the licensee o Uses Emergency Response Data System (ERDS) o Establishes coordination/communication with:

  • State Response Programs
  • Federal Response Agencies
  • International Partners
  • News Media 3

RECENT PROGRAM CHANGES

  • Improvements implemented in 2020 o Alignment of functions to mission o Incorporation of Incident Command System (ICS) concepts o Management by objective o Chain on command o Unity of command o Improved internal communications processes o Clearer external coordination 4

RECENT PROGRAM CHANGES

  • No changes to licensee event reporting to Operations Officers
  • Terminology updates o NRC Response Mode title changes o Organization and function name changes
  • More flexibility of NRC staffing & deployment
  • Future exercise participation o NRC will still participate in licensee exercises o NRC looking to participate in broader variety of exercises 5

Interim Response Program Changes Due To COVID-19

  • Virtual Response Capabilities
  • Communications tools for virtual team coordination
  • Remote access to technical tools (e.g., ERDS, RTT, RASCAL)
  • Proceduralized processes to account for virtual response
  • Staff is evaluating Lessons learned from Tabletop Exercises, Functional Exercises, real world events, etc.
  • Developing recommendations 7
