Jake, On February 17, 2021, NRC staff held a conference call with American Centrifuge Operating, LLC (ACO) to discuss ACOs February 6, 2020 license amendment request related to the classified matter security plans for the Technology and Manufacturing Center (TMC) in Oak Ridge, TN. The NRC staff asked ACO staff why the amendment request included Enclosure 3 entitled Classified Information System Security Assessment Report (SAR) Rev. 0 (SEC-18-0001), Enclosure 5 entitled American Centrifuge Operating (OR)-

Continuous Monitoring Report, Part 1 (ACO-OR-2019-0048), and Enclosure 6 entitled Balance Stand Classified Cyber Network (ACO-OR-2019-0026). ACO staff indicated that SEC-18-0001 and ACO-OR-2019-0048 were documents that were approved by DOE in 2018 as the Authorizing Official (AO) and did not need to be reviewed and approved by the NRC. Regarding ACO-OR-2019-0026, ACO staff indicated that they would review to the February 6, 2020 submittal entitled ACO-OR Cyber System Security Plan (SSP) Rev. 1 (SEC-18-0002), to determine whether the contents of ACO-OR-2019-0026 were adequately addressed in SEC-18-0002. If ACO staff determines this to be true, then the NRC staff would not need to review and approve ACO-OR-2019-0026. The NRC staff asked ACO staff to document in a letter to the NRC, which documents enclosed in its February 6, 2020 submittal needed to be reviewed and approved by the NRC for assuming regulatory oversight of the TMC for classified matter thereby becoming the cognizant security agency and the AO for the TMC.

ACO staff also indicated that it had begun the tedious process for ensuring that SEC 0002 is made consistent with the guidance contained in the latest revision of NIST 800-53.

ACO staff anticipates completing this effort later this year. NRC staff asked ACO staff if it could make its plan for completing this effort available to the NRC.

During the call it was suggested that Michael Mangefrida conduct a walkdown of the cyber systems at the TMC as part of the NRC becoming the AO for the TMC.
