Subject:

Perry Nuclear Power Plant Docket No. 50-440, License No. NPF-58 10 CFR 50.55a Request Number SR-2. Revision 0. Snubber Testing Extension.

RAI-EMIB-08 Supplement (EPID: L-2021-LLR-0005)

By letter dated January 15, 2021 (Accession No. ML21018A004 )), Energy Harbor Nuclear Corp. submitted 10 CFR 50.55a request SR-2, Revision 0, to the Nuclear Regulatory Commission (NRC). Request SR-2 proposed a one-time extension of operational readiness testing for Perry Nuclear Power Plant snubbers scheduled for testing during the upcoming spring 2021 refueling outage. By letters dated February 8, 2021 and February 19, 2021 (Accession Nos. ML21039A785, and ML21050A417, respectively) Energy Harbor Nuclear Corp. responded to NRC requests for additional information. The NRC requested clarification of the February 19, 2021 letter during a February 23, 2021 telephone conference call. Energy Harbor Nuclear Corp. provides the supplemental information below to clarify the February 19, 2021 letter.

The Lisega hydraulic snubber defined test plan group (Lisega DTPG) selected for the spring 2021 refueling outage includes the four snubbers listed below that have service life end dates in 2021 and 2023.

Perry Nuclear Power Plant L-21-088 Page 2 The four listed snubbers were selected for replacement in accordance with ISTD-5311, "Initial Sample Size and Composition," paragraph b, due to their service life end dates in 2021 and 2023. Energy Harbor Nuclear Corp. plans to physically remove, test, and replace the four listed snubbers in the spring of 2021 refueling outage to support their continued service life beyond the spring of 2023 refueling outage. Except for the four listed snubbers, Energy Harbor Nuclear Corp. does not plan to physically replace snubbers monitored for service life during the spring 2021 refueling outage.

Since Energy Harbor Nuclear Corp. requested relief from operational readiness testing for the spring of 2021 refueling outage, and the four listed snubbers had been selected as part of the Lisega DTPG 10-percent testing sample plan, the four listed snubbers will be removed from the Lisega DTPG and replaced with four different snubbers selected in accordance with ISTD-5300, "The 10% Testing Sample," prior to the spring of 2023 refueling outage to ensure compliance with code requirements.

There are no regulatory commitments contained in this submittal. If there are any questions or if additional information is required, please contact Mr. Phil H. Lashley, Manager, Fleet Licensing, at (330) 696-7208.
