CALENDAR YEAR 2020 BASELINE INSPECTION COMPLETION This memorandum documents Region IVs completion of the Reactor Oversight Process (ROP)

Baseline Inspection Program for calendar year (CY) 2020 in accordance with Inspection Manual Chapter (IMC) 2515. Region IV performed a review and audit of the reported samples for all the Region IV sites and determined that the ROP Baseline Inspection Program was completed at all regional reactor licensees subject to the ROP for CY 2020, with four exceptions.

Due to the onset of the COVID-19 public health emergency in early 2020 and the NRCs implementation of mandatory and maximum telework throughout the remainder of the year to support the nations defense against the spread of the virus, the NRC experienced a disruption in the normal inspection and oversight activities. Particularly for Region IV, due to an increase of positive local COVID-19 test rates and a lack of radiologically significant work activities during scheduled outages, inspections at Callaway Plant, Palo Verde Nuclear Generating Station, and Waterford 3 Steam Electric Station did not perform the onsite portion of Inspection Procedure (IP) 71124.01, Radiological Hazards Assessment and Exposure Control, as scheduled. In addition, one security IP at one additional site was impacted. In accordance with IMC 2515, Light-Water Reactor Inspection ProgramOperations, baseline inspection program completion for an ROP annual inspection cycle is defined to be, not more than four inspection procedures not completed, per Region (but not more than one procedure not done per plant).

Therefore, IP 71124.01 has a status of incomplete for those three sites, and one security IP has a status of incomplete at an additional site, but the ROP Inspection Program is complete for Region IV.

Region IV is closely tracking IP 71124.01, and will place a high priority in ensuring that this annual sample is completed in 2021, contingent upon applicable licensee activities and as circumstances surrounding the Public Health Emergency allow. Emergency Preparedness, Security, and Radiation Protection inspections were rescheduled for 2021. However, except for IP 71124.01 at Callaway, Palo Verde, and Waterford, and one security IP at one additional site, all the inspections that were deferred for 2021 were within their biennial or triennial inspection procedure cycles and were considered complete.

Reactor Program System (RPS) Report 8a is enclosed. The report documents the completion status of all required non-security and safeguards related samples for the 2020 inspection cycle.

Note that along with the status, some procedures have attached notes as described in IMC 0306, Planning, Scheduling, Tracking, and Reporting of the Reactor Oversight Process (ROP).

In some cases, procedures are performed on a biennial or triennial frequency and were marked as not applicable since they were not required to be performed in CY2020. In other cases, procedures were considered complete even with the opportunity to apply the full procedure not being available as described in IMC 0306. In other cases, procedures were considered complete with less than the minimum samples because sufficient samples were not available.

Lastly, in a few cases, all requirements of the procedure were met by work done in another procedure.

RPS Report 8a does not include security and safeguards inspection program status. However, the baseline program for security and safeguards for all Region IV sites was also verified complete for CY2020, with one exception for one site, which is described in the Nuclear Security Incident Response Calendar Year 2020 Baseline Completion Memo.
