• TheRIPEworkinggroupreviewedthe processproposedbytheNuclearEnergy Institute(NEI)forexpandingRIPEtoinclude licenseeswithanapprovedTSTF425 (SurveillanceFrequencyControlProgram) licenseamendment,aspresentedatthe January26,2021publicmeeting (ML21015A003).

• Theviewspresentedinthispresentationare theviewsoftheRIPEworkinggroupanddo notrepresentanofficialNRCposition.

HighLevelFeedback

Case1 ClassicRIPE Itseemsappropriatethatlicensees withanapprovedTSTF425 amendmentcanuseRIPEasis,if:

• thelicenseesinternaleventsPRA doesnothaveanyopenF&Os AND

• theexemption/amendmentdoes nothaveanyimpactonexternal events.

NRCwouldliketoseeadditional guidanceonhowthereviewwould bedonetojustifytheissueonly impactsinternalevents.

• Thisjustificationwouldneedto bepartoftheapplication.

• Weexpectthatveryfewissues willbeabletojustifythatthe exemption/amendmentdoesnot impactanyexternaleventrisk.

Case2-OpenF&Os ItseemsappropriatethatlicenseeswithanapprovedTSTF425 amendmentandaFEWopenF&OscoulduseRIPE.

- ReviewingopenF&OswilltakemoreNRCreviewthanis currentlypartoftheRIPETSG,includingthepotential needforrequestsforadditionalinformation(RAIs).

- Thenumber,complexity,andapplicabilityofopenF&Os couldsignificantlyincreasetheNRCreviewtime.

- IftheopenF&Oshavebeenreviewedinarecent application,NRCreviewcouldbestreamlined.

Case3-ApplicableExternalEvents ItseemsappropriatethatlicenseeswithexternaleventPRAmodelsthat havebeenpreviouslyreviewedforotherpurposes,suchasforNFPA805 orPostFukushima50.54(f)seismic/floodingevaluations,mayqualifyfor RIPE.

- TheexternaleventPRAthatwillbeusedmustbepeerreviewedand allapplicable F&OsmustbeclosedinordertouseRIPE.

- AnyopenF&OsthatneedtobereviewedbytheNRCwillrequire additionalreviewtime.

- IfexternaleventsareapplicableandtheexternaleventsPRAhas notbeenpreviouslyreviewedbytheNRC,thelicenseedoesnot qualifyforRIPE.

• WhenwasthePRAlastupdated?

- TheapplicationneedstodiscusswhenthePRAwaslast reviewedbytheNRCandanyupdatesandpeerreviewsthat occurredsincethelastreview.

PathForward

• TheTSGandGuidelinesforCharacterizing the SafetyImpactofIssuesguidancewillrequire revisiontouseTSTF425.

- TheapprovedTSG doesnotincludetheoptiontoask RAIsoruseTSTF425forRIPEsubmittals.

- TheGuidelinesforCharacterizingtheSafetyImpact ofIssuesguidanceallowscasebycaseuseofTSTF 425inlieuofTSTF505.

• Furtherguidanceenhancements canbe completedasmoreexperienceisgainedwith theuseofRIPE.

• Expansiontootherareas willrequiresignificant additionalguidancedevelopmentand engagementwithcognizanttechnicalstaff.
