THE FORMER UNITED NUCLEAR CORPORATION NAVAL PRODUCTS SITE IN NEW HAVEN, CONNECTICUT-LETTER INDICATING THAT THE SITE MEETS THE REQUIREMENTS OF TITLE 10 OF THE CODE OF FEDERAL REGULATIONS, 20.1402 FOR UNRESTRICTED USE
Dear Dr. Van Nortwick:
This letter is to inform you that the U.S. Nuclear Regulatory Commission (NRC) has completed its review of the Final Status Survey (FSS) report, dated December 11, 2020, [Agencywide Documents Access and Management System (ADAMS) Accession Number ML21027A242] for the former United Nuclear Corporation Naval Products site in New Haven, Connecticut.
On October 6-8, 2020, staff from the Oak Ridge Institute for Science and Education (ORISE),
accompanied by an inspector from this office, performed confirmatory surveys at the site, which included surveys of building excavation areas, surrounding soils, storm water piping, and soil laydown areas. The survey activities included visual inspections, gamma radiation surface scans, static gamma radiation measurements, and soil sampling. The results of that survey are documented in ORISE Confirmatory Survey Summary and Results, dated January 8, 2020 and may be found in ADAMS Accession Number ML21027A163. Additionally, representatives from the State of Connecticut, Department of Energy and Environmental Protection observed your final status surveys.
The ORISE site data support the conclusion that the residual activity levels satisfy the Derived Concentration Guideline Levels (DCGLs). DCGLs are used during decommissioning by the NRC staff to ensure that the release criteria meet the regulatory dose standard for release of a property for unrestricted use. Based on the NRC staffs evaluation of material disposal records, Remedial Action Completion Reports, your FSS report, the NRC and ORISE confirmatory analysis, and comparison with the June 23, 2008 DCGLs for UNC [ADAMS Accession Number ML081790514], the NRC staff confirms that the former United Nuclear Corporation Products site meets the criteria for unrestricted use in accordance with the radiological criteria for license termination in Title 10 of the Code of Federal Regulations (10 CFR), Part 20, subpart E.
In accordance with 10 CFR 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs Agencywide
