U.S. DEPARTMENT OF ENERGY WEST VALLEY DEMONSTRATION PROJECT - ACCEPTANCE OF MAIN PLANT PROCESS BUILDING DECOMMISSIONING AND DEMOLITION PLAN, WVDP-586, REVISION 4, DATED MAY 7, 2020 (DOCKET NO. 50-201 (POOM-032))

Dear Mr. Bower:

The U.S. Department of Energy West Valley Demonstration Project (DOE-WVDP) transmitted the subject document to the U.S. Nuclear Regulatory Commission (NRC) staff for review in a letter dated May 18, 2020 (Agencywide Documents Access and Management System

[ADAMS] Accession No. ML20209A534). In the letter, DOE-WVDP stated that this revision serves to reflect the current status of the pre-demolition activities related to the Main Plant Process Building (MPPB), including an update to the demolition approach.

The NRC staff provided comments on Revision 4 of the MPPB Decommissioning and Demolition Plan in a letter dated September 22, 2020 (ADAMS Accession No. ML20265A355).

DOE-WVDP responded to these comments in a letter dated December 15, 2020 (ADAMS Accession No. ML21012A307). The NRC has no further comments on the subject document or the DOE-WVDPs responses to the NRC comments on the subject document.

However, the staff notes that, as outlined below, there are several outstanding items related to the MPPB decommissioning and demolition work plan that need to be provided to support NRCs review with respect to DOE-WVDPs implementation of the West Valley Demonstration Project Phase 1 Decommissioning Plan. Once this review is complete, the NRC will provide a final close out letter regarding the demolition readiness MPPB and may also request an opportunity to conduct a monitoring visit to the site before demolition commences. These additional reviews and a potential site visit will be coordinated with your staff.

In the December 15, 2020, letter DOE-WVDP confirmed that they will provide the NRC with the MPPB radionuclide inventory and radiological characterization/analyses verifying the MPPB demolition will not exceed the National Emissions Standards for Hazardous Air Pollutants limits (Title 40 of the Code of Federal Regulations (40 CFR) Part 61). The NRC also understands that DOE-WVDP will provide additional information concerning the overall MPPB dose modeling results based on the final inventory and air modeling (modeling files for the MPPB will be provided to NRC). DOE-WVDP has also offered to have a technical discussion regarding the results of the WVDP Vitrification Facility validation study as it impacts the MPPB demolition.

After review of the modeling files for the MPPB, the NRC staff will inform DOE-WVDP if there is still a need to have a follow-technical discussion on the validation study air modeling. (See

The NRC staff looks forward to the receipt and review of these additional documents. After the staff receives the final inventory, characterization, and modeling inputs and files the NRC project manager will inform DOE-WVDP if there are additional questions or if the staff would like to schedule a follow-up teleconference. Finally, if possible, the NRC would like to request an updated schedule for the MPPB decommissioning and demolition activities in order to better inform our ongoing reviews and help plan for future site monitoring visits.

In accordance with 10 CFR 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs Agencywide Documents Access and Management System (ADAMS).
