SUBJECT:
DELEGATION OF ORIGINAL TOP SECRET AND SECRET CLASSIFICATION AUTHORITY AND DESIGNATION OF SENIOR AGENCY OFFICIAL As the Chairman of the U.S. Nuclear Regulatory Commission (NRC), you are designated by the President of the United States to originally classify information, as warranted, up to and including the Top Secret (TS) level. Pursuant to the provisions of Section 1.3(c)(1)-(4) of the Executive Order (E.O.) 13526, Classified National Security Information, dated December 29, 2009, you may delegate original classification authority at the TS and Secret levels to those officials who have a demonstrable and continuing need to exercise that authority. Under Section 5.4(d) of E.O. 13526, you may also designate a Senior Agency Official to direct and administer the NRCs Classified Information Security Program.
I recommend that you delegate original TS classification authority to Daniel H. Dorman, Deputy Executive Director for Reactor and Preparedness Programs, and designate him as the Senior Agency Official in connection with classification and programmatic responsibilities.
I also recommend that you delegate original TS classification authority to the following individuals:
Jeff M. Baran, Commissioner
Annie Caputo, Commissioner
David A. Wright, Commissioner
Margaret M. Doane, Executive Director for Operations
Additionally, I recommend that you delegate original Secret classification authority to the following individuals:
Robert J. Feitel, Inspector General
John W. Lubinski, Director, Office of Nuclear Material Safety and Safeguards
Sabrina D. Atack, Director, Division of Security Operations, Office of Nuclear
Security and Incident Response Darryl H. Parsons, Chief, Information Security Branch, Division of Security
Operations, Office of Nuclear Security and Incident Response I have prepared the necessary delegation memoranda (enclosed) for your signature. In accordance with E.O. 13526, all original classification authorities must receive training in proper classification (including the avoidance of over-classification) and declassification, as provided in E.O. 13526, at least once per calendar year.
