LETTER NOMINATING NUCLEAR REGULATORY COMMISSION STAFF TO THE AMERICAN SOCIETY OF MECHANICAL ENGINEERS SECTION III DIVISION 2 COMMITTEE

Dear Mr. Vogan:

I would like to nominate Ms. Madhumita Sircar as authorized U.S. Nuclear Regulatory Commission (NRC) alternate representative on the American Society of Mechanical Engineers (ASME)Section III, Division 2, Joint American Concrete Institute (ACI)-ASME Committee on Concrete Components for Nuclear Service and to the Working Group on Design under this committee. Ms. Sircar is already serving in these committees and is being re-confirmed in addition to the staff nominated by letter dated November 5, 2020 [Agencywide Documents Access and Management System (ADAMS) Accession No. ML20307A130]. The November 5, 2020 letter nominated Mr. George Thomas and Mr. Ata Istar as authorized NRC representatives and alternate representatives, respectively, on the aforementioned committee and working group.

In accordance with the Office of Management and Budget Circular No. A-119, "Federal Participation in the Development and Use of Voluntary Consensus Standards and in Conformity Assessment Activities," January 27, 2016, the participation on a committee of an NRC-authorized representative does not connote agency agreement with, or endorsement of, decisions reached by the committee, or of standards approved and published as a result of the committee's efforts. Agency representatives participating on consensus standards developing groups will, to the extent possible, ascertain the views of the agency on matters of interest and will express views that are consistent with established agency views.

However, the NRCs endorsement of these standards, if desired by the NRC, would be part of a separate activity, such as incorporation by reference into rulemaking or endorsement in an NRC regulatory guide.
