LOUISIANA ENERGY SERVICES, LLC, dba URENCO USA - NUCLEAR REGULATORY COMMISSION INSPECTION REPORT 70-3103/2020-401

Dear Mr. Cowne:

This refers to a routine safeguards inspection conducted by the U.S. Nuclear Regulatory Commission (NRC) from September 21-24, 2020, at the URENCO USA (UUSA) facility located in Eunice, New Mexico. The U.S. Nuclear Regulatory Commission (NRC) Implemented alternative ways to complete the core inspection program for your facility when routine onsite inspections could not be performed as scheduled due to the public health emergency declared by the Secretary of Health and Human Services on January 31, 2020 (as renewed on April 21, 2020, and July 23, 2020), and the National Emergency declared by the President of the United States on March 12, 2020, concerning the novel coronavirus disease (COVID-19).

The enclosed report presents the results of this inspection, which was conducted through remote activities. The results of the inspection were discussed with members of your staff during an exit meeting held on December 21, 2020.

This inspection examined activities conducted under your license as they relate to public health and safety, the common defense and security, and to confirm compliance with the Commissions rules, regulations, and the conditions of your license. Areas examined during this inspection included management structure, item control, measurement systems and control, physical inventory, resolution, assessment, and recordkeeping. Within these areas, the inspection consisted of selective examination of procedures and representative records, and interviews with personnel. No violations of more than minor significance were identified during this inspection.

The enclosed inspection report contains Security-Related Information in accordance with 10 CFR 2.390(d)(1) and its disclosure to unauthorized individuals could present a security vulnerability. Therefore, the material in the enclosure will not be made available electronically for public inspection in the NRC Public Document Room or from the NRCs document system (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html.
