Dear Mr. Shea:

Thank you for your observations concerning task allocation, task analysis, job design, operator training, and the relationships between these activities. The staff appreciates your efforts to share these insights. At this time, the staff believes that the potential adverse impacts on job and training curriculum design were adequately addressed by the requirements and guidance (e.g., NUREG-0711, Human Factors Engineering Program Review Model) upon which the staff relied in conducting its review of the applications for the AP1000 design certification and Vogtle Units [see note below].

The NRC has approved Vogtle's operator training program and the agency has issued individual reactor operator licenses. We issued the reactor operator licenses based on, in part, the adequacy of the operator training program and a review of reactor operators performance on the full scale Vogtle Units 3 and 4 control room simulator.

You compare and contrast NUREG-0711, Revision 2 and Revision 3, guidance concerning functional requirements analysis and function allocation. Those are relevant elements in NUREG-0711 and the staff would like to highlight additional elements of the Human Factors Engineering Program Review Model, such as Human Factors

Engineering Program Management, Operating Experience Review, and Human Factors Verification and Validation. Collectively, the activities conducted under these and other program elements (including performance-based validation tests in a full-scope main control room simulator) serve to prevent and detect deficiencies in the design of jobs, event mitigation strategies, human-system interfaces, and operator training.

The NRC is always interested in improving the clarity and value of its human factors engineering program review guidance. As you have observed, the staff periodically revises NUREG-0711 to address emergent issues and lessons-learned from its application. Consistent with our ongoing practice, the staff has documented your comments for consideration in a future revision to NUREG-0711. Additional comments may be submitted by the public at any time to hfeguidancefeedback.resource@nrc.gov.

Note. The staff conducts reviews in accordance with the applicable guidance that the agency has published prior to receipt of an application. Accordingly, our December 22, 2020 response cited NUREG-0711, Revision 2, as it was the guidance used by the staff for both the review of the AP1000 design certification and the Vogtle Units 3 and 4 combined operating licenses.
