QUALITY ASSURANCE PROGRAM APPROVAL FOR RADIOACTIVE MATERIAL PACKAGES NO. 0169, REVISION 10

Dear Mr. Parks:

By letter dated February 13, 2020 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20049A860), NextEra Energy Duane Arnold, LLC (NEDA), formerly FPL Energy Duane Arnold, LLC requested approval of changes to its Quality Assurance Topical Report (QATR) FPL-3 in accordance with paragraph 50.54(a)(4) of Title 10 of the Code of Federal Regulations (10 CFR).

In a letter dated January 18, 2019 (ADAMS Accession No. ML19023A196), NEDA provided formal notification of the intention to permanently cease power operations at Duane Arnold Energy Center (DAEC) in the fourth quarter of 2020. To support the transition of DAEC to a decommissioning facility, NEDA has developed a site-specific DAEC QATR FPL-3 using the QATR FPL-1 as the basis.

Enclosed is the Quality Assurance (QA) Program Approval for Radioactive Material Packages No. 0169, Revision No. 10, that reflects the DAEC decommissioning facility as having been separated from your docket number 71-0169. As such, QATR FPL-1 is no longer effective at DAEC following implementation of QATR FPL-3. This Approval satisfies the requirements of 10 CFR) 71.17(b) and 71.101(f) for a QA Program approved by the U.S. Nuclear Regulatory Commission (NRC).

Termination of your materials license does not cause this Approval to be automatically terminated. If you wish to amend this Approval and have determined it reduces commitments, or terminate this Approval, please request it in writing.

This letter also serves as a reminder that if you are using or planning to use an NRC-approved package, you must be registered for use of that package with NRC. Registration for use of NRC-approved packages should be made pursuant to 10 CFR 71.17(c)(3).

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be made available electronically for public inspection in the NRC Public Document Room or from the NRCs ADAMS, accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html.
