SUBJECT:

STATUS OF RECOMMENDATIONS FOR THE AUDIT OF THE NRCS NUCLEAR POWER PLANT SURVEILLANCE TEST INSPECTION PROGRAM (OIG-20-A-11)

The purpose of this memorandum is to provide the Office of the Inspector General (OIG) with a status on the recommendations in OIG-20-A-11, Audit of the NRC Surveillance Test Inspection Program (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20169A269).

Recommendation 1:

Implement policies and procedures to periodically review the completeness and accuracy of data generated from the Replacement Reactor Program System (RRPS).

Staff Response:

On July 16, 2020, the staff agreed with the recommendation and proposed to enhance the non-publicly available Inspection Procedure (IP) Lead Desktop Guide referenced in section 05.02 of Inspection Manual Chapter (IMC) 0307, Appendix B, Reactor Oversight Process Self-Assessment Baseline Inspection Program Monitoring and Comprehensive Review (ADAMS Accession No. ML19289A965). The proposal was solely focused on data generated from RRPS report IP 28, Inspection Procedure Analysis. However, subsequent to this decision, the Office of Nuclear Reactor Regulation (NRR), as the lead for IMC 0307, decided that the IP Lead Desktop Guide would be retired in 2021 and more formally incorporated into the body of IMC 0307. Therefore, to better address the recommendation from OIG, and not limit the focus to only report IP 28, the staff will modify the IMC that governs RRPS.

Specifically, the staff will augment NRRs Division of Reactor Oversight (DRO) Responsibilities and Authorities in IMC 0306, Planning Scheduling, Tracking, and Reporting of the Reactor Oversight Process (ROP) (ADAMS Accession No. ML19191A101) to include periodic sampling of the various RRPS report outputs for completeness and accuracy. The findings from the sampling will be reported to DRO management. The staff plan to complete this action by March 31, 2021.

B. Baker Recommendation 2:

Periodically test data generated from the RRPS for completeness and accuracy.

Staff Response:

On July 16, 2020, the staff agreed with the recommendation and proposed to develop an Acceptance Testing Guide that would have been referenced in IMC 0306, to assist the Nuclear Regulatory Commission staff in the independent verification and validation process of RRPS modifications to ensure accuracy of RRPS data generation. However, in lieu of a single generic testing guide, the staff, supported by the RRPS program contractors, developed non-publicly available RRPS report guides that detailed the assumptions and logic used to derive the RRPS reports. These guides have and will assist the periodic sampling of RRPS report outputs, as stated in response to Recommendation 1. The findings from the sampling will be periodically reported to DRO management. This action will be considered complete by March 31, 2021 with the completion of the action associated with recommendation 1.
