U.S. NUCLEAR REGULATORY COMMISSION

SUMMARY

OF THE DECEMBER 1, 2020, CATEGORY 1, PUBLIC MEETING TO DISCUSS REQUEST FOR ADDITIONAL INFORMATION RELATED TO NUSCALE POWER, LLCS TOPICAL REPORT TR-0420-69456, REVISION 0, NUSCALE CONTROL ROOM STAFFING PLAN December 01, 2020 The U.S. Nuclear Regulatory Commission (NRC) held a Category 1 public meeting on December 1, 2020, to discuss the NRC staffs request for additional information (RAI) No. 9789 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20296A161) regarding NuScale Power, LLCs (NuScales) licensing Topical Report TR-0420-69456, Revision 0, NuScale Control Room Staffing Plan (ADAMS Accession No. ML20163A556). The topical report is being reviewed in connection with the planned Small Modular Reactor Standard Design Approval (SDA) application, which is currently in a pre-application phase. NuScale intends to submit the SDA Application no later than November 2022. It is expected that the SDA would incorporate changes to the NuScale design that include an increase in thermal power output along with updates that improve commercial viability.

The specific purpose of the meeting was to provide the NRC staff feedback to NuScale regarding its proposed responses to RAI 0789, Questions NTR-02, NTR-04, NTR-08, NTR-09, NTR-10, NTR-13, NTR-14, and NTR-15.

Outcomes:

1.

The NRC staff actively participated in the meeting by asking clarification questions and providing feedback to the NuScales proposed responses to the above eight questions.

2.

NuScale provided clarification and acknowledged understanding of the nature of the NRC staffs need for the requested additional information and committed to provide the requested information in full.

3.

At the conclusion of the meeting, the NRC staff opened up the meeting to questions from the general public. A member of the public asked a question regarding the November 10, 2020, NuScale press release that announced an additional 25 percent power increase per module for a total of 77MWe per module and its impact on the ongoing SDA pre-application activity for the 60 MWe module. The NRC staff responded that it has not yet been informed by NuScale as to the potential impact on the planned pre-application activities, and that it expects to discuss such impacts in a future public meeting. The caller was satisfied with the NRC staffs response.
