APPROVAL OF REQUEST TO TRANSFER THE QUALITY ASSURANCE PROGRAM APPROVAL FORM FOR RADIOACTIVE MATERIAL PACKAGES NOS. 71-0195, REVISION 9; 71-0275, REVISION 11; AND 71-0541, REVISION 7
Dear Mr. Benyak:
By letter dated August 4, 2020 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20217L092), Energy Harbor Nuclear Corporation (EHNC), formerly The FirstEnergy Nuclear Operating Company (FENOC) requested approval of changes to its Quality Assurance Program Manual (QAPM) in accordance with paragraph 71.101(f) of Title 10 of the Code of Federal Regulations (10 CFR).
By Order dated December 2, 2019 (Accession No. ML19303C953), the U.S. Nuclear Regulatory Commission (NRC) staff approved the transfer of Renewed Facility Operating License (FOL)
Nos. DPR-66 and NPF-73 for Beaver Valley Power Station (BVPS), Unit Nos. 1 and 2, and its generally licensed independent spent fuel storage installation (ISFSI); Renewed FOL No. NPF-3 for Davis-Besse Nuclear Power Station, Unit No. 1 (DBNPS), and its generally licensed ISFSI; and FOL No. NPF-58 for Perry Nuclear Power Plant, Unit No. 1 (PNPP), and its generally licensed ISFSI.
The Office of Nuclear Material Safety and Safeguards, Division of Fuel Management, Inspection and Oversight Branch staff reviewed EHNCs submittal and determined that the quality assurance program described in the QAPM satisfies the requirements of 10 CFR 71.101(f) and 10 CFR 72.140(d), respectively, for QA Programs approved by the NRC. Enclosed is the Quality Assurance (QA) Program Approval for Radioactive Material Packages Nos.: 71-0195, Revision 9 (DBNPS), 71-0275, Revision 11 (BVPS), and 71-0541, Revision 7 (PNPP).
Termination of your materials license does not cause this Approval to be automatically terminated. If you wish to amend this approval and have determined it reduces commitment, or would like to terminate this approval, please request it in writing.
This letter also serves as a reminder that if you are using or planning to use an NRC-approved packaging, you must be registered for use of that packaging with NRC. Registration for use of NRC-approved packagings should be made pursuant to 10 CFR 71.17(c)(3).
