Enclosed is an application (XCOM1262/01), dated November 14, 2020, received by the U.S.
Nuclear Regulatory Commission (NRC) from Westinghouse Electric Company LLC, requesting amendment No. 01 to export license XCOM1262. This license presently authorizes the export of equipment and components listed in Title 10 of the Code of Federal Regulations (CFR)
Appendix A to Part 110, items (5) through (9), including fuel assembly components and complete fuel assemblies, to China for the use in AP1000 fuel manufacturing for the Sanmen and Haiyang nuclear power plants, or as reference models at CBNF.
The purpose of the amendment is to: 1) update the scope to 10 CFR Appendix A to Part 110, items (5) through (11); 2) increase the dollar value of components to be exported; 3) update the ultimate end use to add the State Nuclear Power Demonstration Plant Co., Ltd (SNPDP) nuclear power plant and reference model CNNC-JNFC; 4) add two U.S. Parties; 5) add one Intermediate Consignee in China; 6) add one Ultimate Consignee; 7) update the licensee point of contact; and 8) extend the date of expiration from September 30, 2022 to July 23, 2035.
Before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.
