November 20, 2020 Mr. Robin DeLaBarre Office of Nuclear Energy, Safety & Security, Room 3320 HST Bureau of International Security
& Nonproliferation U.S. Department of State 2201 C Street, NW Washington, DC 20520 Mr. Robin DeLaBarre:
Enclosed is an application (XSOU8840/01), dated November 9, 2020, received by the U.S.
Nuclear Regulatory Commission (NRC), from lluka Resources Inc., for the export of 67,000 kilograms (kg) of uranium and 133,000 kg of thorium for the extraction of zirconium and rare earths for non-nuclear end use applications.
The purpose of this amendment is to extend the date of expiration from December 31, 2020 to December 31, 2025.
Inasmuch as Executive Branch views and/or assurance letters are not required for exports of source material to China for non-nuclear industrial end-use, the NRC intends to issue the requested license after the required 30-day waiting period is complete.
Sincerely, X
Peter J. Habighorst for Peter J. Habighorst, Chief Export Controls and Nonproliferation Branch Office of International Programs cc w/enclosures:
