SUMMARY

OF THE PUBLIC MEETING ON THE USE OF RISK INSIGHTS IN SUPPORT OF 10 CFR 50.59 EVALUATIONS, HELD ON December 1, 2020 On December 1, 2020, the U.S. Nuclear Regulatory Commission (NRC) staff held a Category 2 public meeting with the Nuclear Energy Institute (NEI) to discuss the use of risk insights in support of Title 10 of the Code of Federal Regulations (10 CFR) Section 50.59 evaluations.

Meeting Summary At NEIs request, the NRC staff continued discussion on the opportunities to use risk insights in the application of 10 CFR 50.59. NEI staff shared clarifications and improvement ideas related to the industrys 10 CFR 50.59 guidance in NEI 96-07, responded to several NRC staff questions from the October 8, 2020 public meeting and discussed next steps (Agencywide Documents Access and Management System (ADAMS) under Accession No. ML20336A062).

NRC staff presented an update regarding the development and implementation of its new draft Inspection Manual Chapter (IMC) 0335, Changes, Test, and Experiments, which provides staff guidance for inspection related to 10 CFR 50.59. The NRC staffs presentation slides and the draft IMC 0335 can be found at ADAMS Accession Nos. ML20335A518 and ML20325A150 respectively.

Close to 50 participants from the NRC staff, the nuclear industry, and members of the public engaged in dialog with NEI on their proposed approach. Staff and participants asked clarifying questions and NEI provided the staff with preliminary feedback on draft IMC 0335.

Next Steps and Conclusion NEI stated that another future public engagement may be requested when the draft IMC 0335 is updated following the internal comment resolution period. NEI also stated that they may voluntarily provide additional feedback on the draft IMC.
