RESEARCH INFORMATION LETTER (RIL 2020-13), APPLYING HRA TO FLEX OPERATONS The Office of Nuclear Regulatory Research (RES) is providing Research Information Letter (RIL) 2020-13, Applying [Human Reliability Analysis] HRA to FLEX Operations, to the Office of Nuclear Reactor Regulation (NRR). RIL 2020-13, Volume 1 describes the utilization of expert judgment to support HRA of Flexible Coping Strategies (FLEX). The results of this work informed the development of the Integrated Human Event Analysis System (IDHEAS-ECA - RIL 2020-02). Volume 2 describes FLEX HRA using the IDHEAS-ECA computerized tool.
RIL 2020-13 illustrates the NRCs effort to appropriately credit human actions within FLEX using a systematic approach to produce human error probability estimates. Volumes 1 and 2 demonstrate a cohesive effort to address the challenges identified in existing HRA methods and create solutions to bridge the gaps of understanding. Both efforts increase the understanding of operator actions using FLEX equipment and developed estimates of their feasibility to inform and improve analyses, methodologies, and quantification tools.
The authors of the report are especially thankful for the support of Michelle Kichline, Antonios Zoulis, John Hughey (NRR/DRA) and Matthew Humberstone, now in (RES/DRA). They have worked with RES staff throughout the development of both Volumes 1 and 2 by identifying technical requirements, providing timely feedback, and providing valuable comments on numerous drafts of both reports.
