Request that you Reject Licensing of the Holtec High-Level Nuclear Waste Site, Docket ID NRC-2018-0052 Draft Environmental Impact Statement
Dear Nuclear Regulatory Commission:
You are considering licensing an interim repository for High Level Nuclear Waste (HLW), for Holtec International, near Carlsbad & Hobbs New Mexico. The proposal is to store up to 173,000 metric tons of nuclear waste, which would be transported to the site through up to 45-states over a 20-year period. I am asking that you deny this license, which is unsafe, unnecessary, and in clear violation of existing law.
Much of the HLW to be stored at the Holtec facility would likely travel on Union Pacific rail lines through Fort Worth, Texas. The containers in which the HLW would be transported emit significant radiation, the danger of which increases as the cars move slowly, stop on rail sidings (perhaps for days, as currently happens with low level shipments), and in the inevitable event of rail accidents during the twenty years of shipping. Additionally, the nuclear waste containers on the rail cars are readily identifiable, given their huge dumbbell-like shape and size, making them a tempting target for a terror attack.

Union Pacifics huge Davidson Yard, Southwest of downtown Fort Worth, borders the Clear Fork of the Trinity River (a major water supply), as well as numerous natural gas wells.
Upscale apartments, homes, the renowned Colonial Country Club, and significant business structure lie within a half mile of the yard, as does my upscale home. Numerous schools, government infrastructure, and hospitals are also a half mile or less from the tracks.
As recently as last year, there was a fiery Union Pacific crash in the city that destroyed several buildings, killed some horses, but fortunately did not badly injure any people. One can presume that the trains moving the HLW would also
consist of a number of cars transporting highly flammable oil and gas products, which are regularly involved in horrific flaming accidents. The quantity of plutonium and Cesium on a single railcar involved in such a conflagration could easily transform this metroplex of over seven million people into another Chernobyl.
Licensing this facility would pose a threat to the safety of untold families across the United States, including mine. Should the inevitable problem arise, my tax money would be required to respond to it.
Im asking that you fund hardened storage at or near existing nuclear power plants until a permanent waste site is approved, and during the interim, appropriate parties need to explore transportation routes that do not travel through major population centers like the Dallas-Fort Worth Metroplex.
Transporting large amounts of HLW through highly populated areas in order for the Holtec stockholders to make a few bucks is simply unacceptable.
