Dear Mr. DeLaBarre:

Enclosed is an application (XCOM1102/04) dated November 18, 2020, received by the U.S.

Nuclear Regulatory Commission (NRC) from Westinghouse Electric Company LLC, requesting renewal of export license XCOM1102/02 to Brazil. The current license authorizes the export of various components used to make fuel assemblies as well as certain equipment for the fabrication of fuel.

The amendment application requests that the scope include any components listed in 10 CFR 110 Appendix A (5)- (11) (minor components for nuclear reactors) or Appendix O (fuel manufacturing equipment and components). The components and equipment exported under this license would be used to fabricate fuel assemblies at Industrias Nucleares do Brasils (INB) facilities for ultimate end use at Angra Nuclear Power Plant Units 1, 2, and 3. The application also requests to extend the date of expiration from December 31, 2020 to December 31, 2036.

Assurances from Brazil that the equipment and components will be subject to all the terms and conditions of an agreement for cooperation are required. Your assistance in obtaining the necessary assurances will be appreciated.
