STN 50-498 and STN 50-499 Supplement to Change Implementation Date for License Amendment Request to Revise the STPEGS Emergency Plan (EPID: L 2020-LLA-0059)

Reference:

Letter; from A. Capristo to U.S. NRC Document Control Desk; "License Amendment Request to Revise South Texas Project Electric Generating Station (STPEGS) Emergency Plan"; March 30, 2020; (NOC-AE-20003712); (ML20090B745).

By the Reference, STP Nuclear Operating Company (STPNOC) submitted a license amendment request to revise the South Texas Project Electric Generating Station (STPEGS)

Emergency Plan. STPNOC is requesting a change to the implementation date stated in the Reference.

As a result of the Coronavirus Disease 2019 (COVID-19) public health emergency, various regulatory and plant-related activities have been moved or are scheduled to move from calendar year 2020 to calendar year 2021. Additionally, activities, such as training and exercises with offsite response agencies, that are needed to ensure effective implementation of the revised STPEGS Emergency Plan would be challenged by measures (e.g., social distancing, group size limitations, self-quarantining) necessary to limit the spread of the COVID-19 virus. Considering these developments, STPNOC will be challenged to make the implementation period of "within 12 months of the NRC approval date." STPNOC is requesting the implementation date for the referenced license amendment request, once approved, be set to implementation by September 30, 2022.

This change to the implementation date does not affect the conclusion of the license amendment application that the proposed changes do not involve a significant hazards consideration and do not have an adverse effect on nuclear safety.

There are no commitments in this letter.
