Federal Emergency Management Agency (FEMA) Review Requested of Revision to the Dresden Nuclear Power Station (DNPS) Emergency Plan to Address the Post shutdown and Permanently Defueled Condition

Dear Mr. Anderson:

The FEMA Radiological Emergency Preparedness (REP) Program received your letter dated November 17, 2020, requesting FEMA's review of the proposed licensee staffing changes against the current FEMA approved state and local Radiological Emergency Preparedness Plans regarding the Dresden Nuclear Power Station (DNPS) Site Emergency Plan (SEP). The proposed changes to the DNPS Emergency Plan would eliminate specific on-shift and augmented emergency response organization (ERO) positions based on written certification to the U.S. Nuclear Regulatory Commission (NRC) under 10 CFR 50.82(a)(l)(i) of the permanent cessation of reactor operation and transfer of spent fuel from the reactor vessel.

FEMA Region V and Headquarters REP staff reviewed the proposed licensee staffing changes to the DNPS on-shift and augmented ERO positions at the Emergency Operations Facility (EOF) and Joint Information Center (JIC) against the current FEMA approved State of Illinois, and local municipalities REP plans. Based on our review, FEMA affirms that no adverse impacts exist precluding the effective implementation of state and local REP Plans or impact FEMA' s ongoing offsite finding of Reasonable Assurance for DNPS.
