Dear Mr. Swartz:

Enclosed is export application XSNM3812/01, dated November 16, 2020. The current export license, XSNM3812, authorizes the export of 1) 0.55 kilograms (kg) of uranium, containing 0.109 kg of uranium-235, in six U3Si2 fuel test plates, and 2) 1.47 kg uranium, containing 0.293 kg of uranium-235, in twelve uranium molybdenum monolithic fuel test plates, to the BR-2 Research Reactor in Belgium.

This amendment requests an increase from 0.55 kg to 0.70 kg of uranium and an increase from 0.109 kg to 0.139 kg uranium-235 for the six U3Si2 fuel test plates. The amount of uranium for the twelve-uranium molybdenum monolithic fuel test plates will remain unchanged.

Assurances from EURATOM that the material will be subject to all the terms and conditions of an agreement for cooperation are required. Your assistance in obtaining the necessary assurances will be appreciated.

It should be noted, the applicant requests expedited review of export application XSNM3812/01 to facilitate its scheduled December 13, 2020 shipping date.
