UPDATE ON STAFF RESPONSE TO THE OFFICE OF THE INSPECTOR GENERALS AUDIT OF U.S. NUCLEAR REGULATORY COMMISSIONS INTEGRATED MATERIALS PERFORMANCE EVALUATION PROGRAM (OIG-20-A-10)

The purpose of this memorandum is to provide the Office of the Inspector General (OIG) the staffs action to resolve the recommendation from the OIGs June 15, 2020, report, Audit of NRCs [U.S. Nuclear Regulatory Commission] Integrated Materials Performance Evaluation Program [IMPEP]. On July 15, 2020, the staff informed the OIG that they agreed with the recommendation to finalize the IMPEP guidance to implement the NRCs consolidated IMPEP.

The staff also informed the OIG that they had initiated the revisions to State Agreement (SA)-

100, Integrated Materials Performance Evaluation Program, with a target completion date of October 2020. In the OIGs September 22, 2020, memorandum to the Executive Director for Operations, the OIG determined that the staffs proposed action would resolve the recommendation.

Recommendation:

Finalize existing IMPEP guidance that addresses the organization, structure, and procedures to consistently implement NRCs consolidated IMPEP.

Current Status On September 30, 2020, the revised SA-100 was issued and posted on the state communication portal Web site (https://scp.nrc.gov/procedures.html). The revised SA-100 includes aspects of the implementation plan that align with the NRC consolidated IMPEP plan.

Specifically, the procedure includes information related to the organization and structure of the Consolidated NRC IMPEP review (e.g., regions and the Office of Nuclear Material Safety and Safeguards Divisions subject to IMPEP, IMPEP team composition). As stated in the revised SA-100, the IMPEP review of the NRC radiation control program will be conducted in accordance with MD 5.6, NMSS Procedure SA-100, and an NRC consolidated IMPEP plan.

The language added to SA-100 meets the intent of the recommendation.
