Dear Mr. Clouthier,

Thank you for providing input regarding NRCs environmental review of the subsequent license renewal application for North Anna Power Station, Unit Nos. 1 and 2, and for indicating that your office would like to remain a consulting party for this proposed undertaking in accordance with Section 106 of the NHPA.

The NRC will be responding to your offices comments formally via letter, and will also be considering these comments in determining the scope of the agencys environmental review. We also look forward to establishing a dialogue with your office to appropriately capture comments or concerns the Pamunkey Indian Tribe may have regarding this environmental review so that we may share them with our team and begin addressing them early in process.

Accordingly, we would like to bring to your attention that the NRC will be conducting an environmental audit with the applicant the week of December 1, 2020 to address the staffs questions on the Environmental Report portion of the North Anna subsequent license renewal application (ADAMS Accession No. ML20246G698). The NRC staff also uses this process to determine whether additional information is needed to prepare the associated Supplemental Environmental Impact Statement.

An audit breakout session specific to historic and cultural resources is currently scheduled for Tuesday, December 1, 2020, from 1 - 2pm to discuss any communications related to this action that the applicant has had with Federally or State recognized Indian tribes, as well as with the Virginia Department of Historic Resources. Due to the COVID-19 public health epidemic, these environmental audit discussions will be conducted remotely via the Microsoft Teams platform rather than in-person. We currently anticipate the focus of the discussion to center on the status of architectural surveys of facility structures being conducted to determine National Register of Historic Places eligibility.

Please let me know if you have an interest in joining us in this audit session so that we may arrange the necessary accommodations. Similarly, please let me know if there are specific concerns the Tribe would like the NRC staff to raise during the audit.

Request for Scoping Comments The U.S. Nuclear Regulatory Commission (NRC) is conducting a review of the environmental effects of renewing the operating licenses for North Anna Power Station, Unit Nos. 1 and 2 (NAPS). Accordingly, the NRC is inviting parties who may be interested in the proposed action to consult on this matter. The purpose of the attached letter is to initiate Section 106 consultation your Tribe.
