Title:

General Electric Hitachi (GEH) public teleconference to discuss technical issues related to Containment Performance and Reactivity Control.

Pre-application Meeting for GEH to present information on licensing topical report (LTR) NED-33914, BWRX-300 Advanced Construction Methodology, to be submitted at a future date.

Summary of Meeting:

The meeting started with a brief introduction by NRC licensing project manager (PM) Rani Franovich, who explained the purpose of the meeting, asked participants to introduce themselves, and described how the meeting would be conducted. The applicant then proceeded with an informative presentation of the innovative approach for implementing the BWRX-300 design and construction, which will be described in detail in a future submittal of LTR NED-33914. Presentation slides can be accessed at ADAMS accession number ML20296A687.

The NRC staff asked the applicant to clarify the following:

1. Whether the innovative construction method was limited to the examples the applicant provided in the presentation;
2. What types of site soil profiles will be considered in the design;
3. How the boring depth, in addition to spacing, will be determined when conducting site investigation for the small modular reactor (SMR);
4. How the rock mass properties will be determined and how rocks discontinuities will be modeled in foundation/structure analyses;
5. How the nonlinear models will be used in analyses (considering nonlinear properties of soil and rock) and whether soils with unfavorable engineering properties will be allowed in a future construction site; Additionally, GEH indicated that the System for Analysis of Soil-Structure Interaction (SASSI) program will be used in the BWRX-300 soil-structure interaction analysis. The NRC staff asked

why the applicant chose this program when other methods/models are offered in NUREG/CR-7193, Evaluations of NRC Seismic-Structural Regulations and Regulatory Guidance, and Simulation-Evaluation Tools for Applicability to Small Modular Reactors (SMRs)1, and pointed out that caution is warranted when using SASSI to analyze deeply embedded structures.

The applicant answered the NRC staffs questions and indicated that more details of the answers and explanations they provided are included in the LTR and will be available for examination during a page-turn to be scheduled for a future date. The NRC staff also made the applicant aware of that there is an unpublished, updated version of RG 1.132, Site Characterization Investigations for Nuclear Power Plants, that provides guidance related to SMRs.

Lastly, the NRC staff emphasized the importance of clarity in a future submittal and encouraged the applicant to explicitly define the scope of the methodologies it will be asking the NRC to evaluate and approve in the approved version of the topical report.
