GLOBAL NUCLEAR FUEL - AMERICAS, LLC - U.S. NUCLEAR REGULATORY COMMISSION INSPECTION REPORT 70-1113/2020-401
Dear Mr. Beard:
The U.S. Nuclear Regulatory Commission (NRC) conducted a routine safeguards inspection, at the Global Nuclear Fuel - Americas, LLC (GNF-A) facility in Wilmington, North Carolina, on August 31 - September 3 and October 13 - 15, 2020. During this inspection, the NRC implemented alternative ways to complete the core inspection program for your facility when routine onsite inspections could not be performed as scheduled due to the public health emergency declared by the Secretary of Health and Human Services on January 31, 2020 (as renewed on April 21, 2020, and July 23, 2020), and the National Emergency declared by the President of the United States on March 13, 2020, concerning the novel coronavirus disease (COVID-19).
On March 19, 2020, the NRC transitioned into a mandatory telework posture for all staff consistent with social distancing and travel recommendations issued to federal agencies.
Consequently, the NRC Region II staff continues to evaluate how to best conduct inspections while balancing determination of reasonable assurance of adequate protection and ensuring the health and safety of inspectors and the public at large.
The enclosed report presents the results of this inspection, which was conducted through a combination of remote reviews and onsite observation. The results of the inspection were discussed with members of your staff during an exit meeting held at the conclusion of the onsite inspection on October 15, 2020.
This inspection examined activities conducted under your license as they relate to public health and safety, the common defense and security, and to confirm compliance with the Commissions rules, regulations, and the conditions of your license. Areas examined during this inspection included management structure, item control, measurement systems and control, physical inventory, resolution, assessment, and recordkeeping. Within these areas, the inspection consisted of performance tests, selective examinations of procedures and representative records, interviews with personnel, and observations of activities in progress.
There were no violations of more than minor significance identified.
