Dear Mr. Swartz:
Enclosed is an application, dated October 21, 2020, received by the U.S. Nuclear Regulatory Commission (NRC), from Global Nuclear Fuel-Americas, L.L.C. requesting amendment No. 06 to its existing license XSNM3398/05. The license presently authorizes the export of 450,000 kilograms (kg) of uranium to Spain for the fabrication of fuel assemblies to be used in European commercial nuclear power plants.
The purpose of the amendment is to: 1) increase the quantity of low-enriched uranium to a new cumulative total of 850,000 kg uranium containing 35,000 kg of U-235, 2) change the date of expiration from December 31, 2020, to December 31, 2025, and 3) update the licensee point of contact.
Assurances from EURATOM that the material will be subject to all of the terms and conditions of an agreement for cooperation are required. Your assistance in obtaining the necessary assurances will be appreciated.
Please note that the material has Australian, Canadian, Russian, and EURATOM obligations.
