VOGTLE ELECTRIC GENERATING PLANT, UNITS 3 AND 4 ISSUANCE OF AMENDMENTS RE: VACUUM RELIEF VALVE TECHNICAL SPECIFICATION CHANGES (LAR 20-005) (EPID L-2020-LLA-0135)
Dear Mr. Whitley:
In response to your application dated June 19, 2020, as supplemented by letter dated September 18, 2020, the U.S. Nuclear Regulatory Commission has issued the enclosed Amendment Nos. 186 and 184 to Combined License (COL) Nos. NPF-91 and NPF-92 for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively. The requested amendments consist of changes to COL Appendix A, Technical Specifications (TS).
Specifically, the amendments authorize changes to TS 3.6.3, Containment Isolation Valves, and TS 3.6.9, Vacuum Relief Valves, to exclude the vacuum relief containment isolation valves from TS Limiting Condition for Operation 3.6.3 and address the containment isolation function, operability, actions, and surveillances in TS 3.6.9.
A copy of the related Safety Evaluation, which includes the staffs evaluation of the amendments, is enclosed. The notice of issuance of the amendment documents included in this letter will be published in the Federal Register.
