Dear Mr. Sunseri:
Thank you for your letter dated October 21, 2020 (Agencywide Documents Access and Management System Accession No. ML20295A647). In the letter, you provided the Advisory Committee on Reactor Safeguards (ACRS or the Committee) summary, conclusions, and recommendations on the staffs proposed approach for developing a risk-informed, technology--inclusive regulatory framework for advanced nuclear reactors (Part 53 rule). The staff benefited from its interactions with the ACRS on this topic, and we appreciate the members valuable insights. The staff has reviewed the Committees recommendations, which support the staffs proposed approach for developing the new rule and reinforce the need for extensive stakeholder public outreach. The staff will discuss the ACRS recommendations regarding licensing approaches for novel designs and prototype facilities with external stakeholders as part of the Part 53 rulemaking process. The staff looks forward to additional engagement with the ACRS on each of these topics in future meetings during the development of the proposed Part 53 rule.
