U.S. Nuclear Regulatory Commission Public Meeting Summary November 5, 2020
Title:
Valuing Nonfatal Cancer Risks in Cost-Benefit Analyses Meeting Identifier: 20201083 Date: October 29, 2020 Location: Webinar and Teleconference Category: Category 3 Purpose of the Meeting: To present approaches to valuing nonfatal cancer risks for use in cost-benefit analyses.
General Details: The meeting was attended by 8 members of the public and 16 members of Nuclear Regulatory Commission (NRC) staff via Webinar and/or teleconference.
Summary of Presentation: The NRC staff summarized the results of a literature review on the current state of practice of Federal and international agencies for the valuation of morbidity and nonfatal health risks. The staff presented the NRCs recommendation to use a quality adjusted life-year (QALY) approach and provided an opportunity for the public to ask clarifying questions.
Summary of Public Feedback: The Nuclear Energy Institute (NEI) asked questions on the use of the NRCs recommended approach) in regulatory analyses. NEI also asked for the schedule to develop guidance for the use of this approach, which will be an appendix to NUREG/BR-0058, Regulatory Analysis of the U.S. NRC. The Union of Concerned Scientists asked if the NRC planned to incorporate cardiovascular disease risk from ionizing radiation into the valuation of nonfatal cancer risks. A member of the public provided input and asked general questions about the project.
Action Items/Next Steps:
The NRC staff will review and evaluate input received from the public to inform the development of an appendix to NUREG/BR-0058. The draft appendix will be issued for public comment and a public meeting will be held during the public comment period.
