Matt, I reviewed the attached turbine maintenance and inspection program and supporting documentation for VEGP, Units 3&4, and find that the license condition has been met based on the following. Please concur and forward this email to Cayetano Santos and Omar Lopez-Santiago.

Southern Company (SNC) letter ND-20-1255, dated October 28, 2020, submitted a turbine maintenance and inspection program to the NRC staff for review prior to fuel load as required by Vogtle Electric Generating Plant (VEGP), Units 3&4 Updated Final Safety Analysis (UFSAR)

Section 10.2.6, for the VEGP, Units 3&4 Combined License (COL) Number NPF-91 and NPF-

92. As provided in Part 10, License Conditions and ITAAC, of the VEGP FSAR application, license conditions are identified as COL Holder Items, and COL Holder Item 10.2-1 states:

10.2-1 Turbine Maintenance and Inspection, FSAR Section 10.2.6

Prior to initial fuel load The Combined License holder will submit to the NRC staff for review prior to fuel load, and then implement a turbine maintenance and inspection program. The program will be consistent with the maintenance and inspection program plan activities and inspection intervals identified in subsection 10.2.3.6. The Combined License holder will have available plant-specific turbine rotor test data and calculated toughness curves that support the material property assumptions in the turbine rotor analysis after the fabrication of the turbine and prior to fuel load.

To verify that the above license condition was met, the NRC staff reviewed the turbine maintenance and inspection program, and the plant-specific turbine rotor test data including the calculated toughness curves that support the material property assumptions in the turbine rotor analysis. Based on the review of the turbine maintenance and inspection program, the NRC staff finds that:

• Inspection (ultrasonic, liquid penetrant and visual examination) of the turbine rotor and turbine valves is consistent with the VEGP, Units 3&4, UFSAR.

• Testing of turbine valves is consistent with the VEGP, Units 3&4, UFSAR

• As-built plant-specific turbine rotor test data (including fracture toughness) is bounded by the turbine missile analysis referenced in the VEGP, Units 3&4, UFSAR.

Therefore, the NRC staff concludes that the applicable license condition identified as COL Holder Item 10.2-1 has been met.
