Dear Chair Svinicki and Commissioners,

I have recently become aware of a proposal to transport and store high-level nuclear waste at a site in Andrews County, Texas. As a lifelong Texan and as a member of the Texas House of Representatives, I must register my strong opposition to this proposal. Along with a vast array of stakeholders, of which include the governors of Texas and New Mexico, I urge the Nuclear Regulatory Commission to reject this proposal.

First, leaks, accidents, or sabotage could impact the health of millions who live near rail lines along the transport route. Radiation exposure alone is known to result in various negative health impacts such as cancer, birth defects, or death. Just one accident could imperil the lives of Texans who live in Andrews County or the millions of Americans who live along the transport route.

This proposal also poses great risk to the Texas economy and our environment. The proposed site is located in the Permian Basin, which is the largest producing oilfield in the world. If a nuclear waste incident were to slow or halt oil production in this region, a single accident could result in multi-billion dollar losses. The proposed site is also near Ogallala, which is the nations largest aquifer and supplies water to millions of Americans living across eight states. Any water contamination resulting from this temporary storage would impact individuals, businesses, and wildlife stretching all across the High Plains region.

The many health, safety, environmental, and economic risks posed by this project are simply too great to ignore. I urge the commission to take these many concerns into consideration and to reject the application to store dangerous radioactive materials in this temporary storage facility.
