FINAL SAFETY EVALUATION FOR GLOBAL NUCLEAR FUEL PROPOSED AMENDMENT 51 TO TOPICAL REPORT, NEDE-24011-P-A-29, GENERAL ELECTRIC STANDARD APPLICATION FOR REACTOR FUEL (EPID L-2020-TOP-0012)
Dear Ms. Catts:
By letter dated March 17, 2020 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML20077J160), as supplemented by letter dated July 31, 2020 (ADAMS Package Accession No. ML20213C646) Global Nuclear Fuel - Americas (GNF), submitted Proposed Amendment 51 to Topical Report (TR) NEDE-24011-P-A-29, General Electric Standard Application for Reactor Fuel (GESTAR II), to the U.S. Nuclear Regulatory Commission (NRC) staff for review and approval.
By letter dated October 13, 2020, and revised on October 19, 2020 (ADAMS Package Accession No. ML20293A097), an NRC staff draft safety evaluation (SE) regarding our approval of the Proposed Amendment 51 to NEDE-24011-P-A-29, GESTAR II was provided for your review and comment. By letter dated October 19, 2020 (ADAMS Accession No. ML20293A241), you provided comments on the draft SE. The NRC staffs disposition of GNF comments on the draft SE are discussed in an attachment of the final SE enclosed with this letter.
The NRC staff has found that Proposed Amendment 51 to NEDE-24011-P-A-29, GESTAR II is acceptable for referencing in licensing applications for nuclear power plants to the extent specified and under the limitations delineated in the TR and in the enclosed final SE. The final SE defines the basis for our acceptance of the TR.
Our acceptance applies only to material provided in the subject TR. We do not intend to repeat our review of the acceptable material described in the TR. When the TR appears as a reference in licensing applications, our review will ensure that the material presented applies to NOTICE: The enclosure contains SUNSI information; when the enclosure is separated from this transmittal letter the letter is decontrolled.
OFFICIAL USE ONLY - PROPRIETARY INFORMATION OFFICIAL USE ONLY - PROPRIETARY INFORMATION the specific plant involved. License amendment requests that deviate from this TR will be subject to a plant-specific review in accordance with applicable review standards.
In accordance with the guidance provided on the NRC website, we request that GNF publish approved proprietary and non-proprietary versions of TR Amendment 51 to NEDE-24011-P-A-29, within three months of receipt of this letter. The approved versions shall incorporate this letter and the enclosed final SE after the title page. For non-proprietary versions, GNF shall strike the proprietary information markings in this letter and make the appropriate redactions and adjustments to document security classifications to the enclosed SE.
Also, they must contain historical review information, including NRC request for additional information (RAI) questions and your responses. The approved versions shall include a "-A" (designating approved) following the TR identification symbol.
As an alternative to including the RAI questions and RAI responses behind the title page, if changes to the TR were provided to the NRC staff to support the resolution of RAI responses, and the NRC staff reviewed and approved those changes as described in the RAI responses, there are two ways that the accepted version can capture the RAI questions:
- 2. The RAI questions and RAI responses can be captured in the form of a table (inserted after the final SE) which summarizes the changes as shown in the approved version of the TR.
The table should reference the specific RAI questions and RAI responses which resulted in any changes as shown in the accepted version of the TR.
If future changes to the NRCs regulatory requirements affect the acceptability of this TR, GNF will be expected to revise the TR appropriately or justify its continued applicability for subsequent referencing. Licensees referencing this TR would be expected to justify its continued applicability or evaluate their plant using the revised TR.
