CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT 1 - EXTENSION OF DUE DATE FOR SUBMITTAL OF SURVEILLANCE TEST REPORT (EPID L-2020-LLL-0020)

Dear Mr. Hanson:

By letter dated August 10, 2020 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20223A257), Exelon Generation Company, LLC (Exelon) requested an extension to the submittal due date for the Calvert Cliffs Nuclear Power Plant, Unit 1 (Calvert Cliffs 1) reactor vessel material surveillance program capsule technical report in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Part 50, Appendix H, Reactor Vessel Material Surveillance Program Requirements. Nuclear power plant licensees are required by 10 CFR Part 50, Appendix H, to implement reactor pressure vessel surveillance programs to monitor changes in the fracture toughness properties of ferritic materials in the reactor vessel beltline region ... which result from exposure of these materials to neutron irradiation and the thermal environment.

Specifically, the extension would revise the submittal date for the 83-degree reactor vessel material surveillance capsule report from February 26, 2021, to no later than August 26, 2021.

In its letter dated August 10, 2020, Exelon noted that performance of the vessel specimens analysis has been hampered by pandemic issues. The requested extension date is approximately 1 year and 6 months after the date of capsule withdrawal of February 26, 2020.

The regulation in 10 CFR Part 50, Appendix H, Section IV.A, states that the summary technical report must be submitted within 1 year of the date of capsule withdrawal unless an extension is granted.

Exelons request for extension identified the current effective full power years (EFPYs) of Calvert Cliffs 1 as 37 EFPY, allowing an 11 EFPY margin to the analyzed pressure temperature limits based on capsule results from the 284-degree capsule described in the Calvert Cliffs 1 Reactor Vessel Surveillance Capsule Report (ADAMS Accession No. ML110910250). The likelihood of capsule results exceeding 11 additional years of EFPY worth of predicted vessel embrittlement is low. The U.S. Nuclear Regulatory Commission (NRC) staff concludes, based on the 11 EFPY being sufficient margin available in the current analyzed limits, to be sufficient basis to accept this request.

Based on the above, the NRC staff concludes that the requested 6-month extension to the report submittal date does not challenge the extant pressure temperature limits margins of

B. Hanson safety. The staff concludes that extending the reporting of the results from the capsule will not affect the continued safe operation of Calvert Cliffs 1. Accordingly, the due date extension to August 26, 2021, for submittal of the Calvert Cliffs 1 83-degree capsule technical report is acceptable.
