Background:

The Model 1 01 G Core Basket - Thermal Shield Shipping and Storage Container (herein referred to as the Model 1 container) is a single-use container originally designed to transport O1G core basket thermal shield assemblies to a low-level radioactive waste facility for disposal. The Model 1 container consists of a steel-wrapped, concrete outer vessel and a steel inner vessel that is welded closed. The cargo consists of a large, non-fissile, irradiated core basket.

The Navy recently identified that seven LOS ANGELES class submarines are planned to be refueled with O2W power units. Following spent fuel removal, the O2W core barrel is required to be removed from the reactor vessel to support installation of a O2W power unit. Existing Model 1 containers will be used to ship O2W core barrels to the disposal site. The first 02W refueling is currently scheduled to begin in early 2022.

Discussion: Enclosure (1) contains an addendum to the original Safety Analysis Report for Packaging (SARP) for shipment of O2W core barrels in the Model 1 container.

Naval Reactors considers the Enclosure (1) SARP addendum demonstrates package compliance with requirements of 10CFR71. The overall characteristics of the Model 1 container have not significantly changed with the exception of minor modifications to fit the O2W cargo. The SARP addendum demonstrates that the package containment boundary integrity is not compromised during normal conditions of transport nor hypothetical accident conditions.

Enclosure (2) provides, for information, the draft revision to the Department of Energy (DOE) Certificate of Compliance (CoC) for the Model 1 shipping container. Enclosure (3) transmits SARP addendum Reference A.9-1. To support use of the Model 1 container during the first planned D2W refueling, Naval Reactors appreciates receiving any initial comments on the SARP by September 2021 . Model: Model 1 D1G Core Basket -Thermal Shield Shipping and Storage Container

a. Description of Packaging The Model 1 D1G Core Basket-Thermal Shield (CB-TS) Shipping and Storage Container is a right circular cylinder 115 inches in diameter and 209 inches long (D1 G design including impact limiter assembly) or 216 inches long (D2W design including impact limiter assembly) . Access for loading is provided by a removable closure head. The container, consisting of the cylindrical side walls and the bottom end, has a three-layer construction with a steel inner vessel approximately 8 inches thick covered with approximately 9 inches of reinforced concrete which is encased by a 3/8-inch-thick stainless steel outer shell. The core barrel assemblyCB TS is secured in place inside the container by a steel preload ring that is bolted to the inner vessel with 72 high strength bolts.

Closure of the containment vessel is provided by a steel closure head that is bolted to the inner vessel with 72 high strength bolts. A steel closure ring is installed over the bolts and is welded to the inner vessel and closure head to provide containment.

5. (Continued) Revi sion 11 (Draft)4-0 An inner impact limiter and an outer impact limiter are attached to the container. The steel inner impact limiter is welded to the top end of the closure ring . The wooden outer impact limiter is bolted to the top plate of the container outer shell.

For land transport, tihe shipping container is transported with its axis horizontal and is supported by a shipping skid or trunnion. For sea transport, the shipping container is transported with its axis vertical and is supported by a shipping frame assembly. The weight of a loaded container ranges from approximately 1sia-1/2 tons to 185 tons .

b. Authorized Contents One 0 2W core barrel assembly (includes inner thermal shield, outer thermal shield, removal cover, tie bolts)1G CB TS containing up to one core's worth of 01G support assemblies, 01G lower control rod drive mechanisms, 01 G upper support assemblies and some residual water (estimated to be about 3.635 gallons). The core barrel and thermal shieldssomponents _are irradiated and the associated surfaces are contaminated with activated corrosion products .
c. Criticality Safety Index Not Applicable.
d. Other Conditions (Restrictions)

(1) Preloading of closure heads and preload rings and sealing the container must be done with an ambient temperature between +40°F and +100°F.

(12) Shipment shall be made when the historical a*.ierage daily temperature is abo*.ie The package shall not be shipped unless the daily minimum temperature expected during shipment of the package as determined on the basis of weather forecasts is greater than or equal to the Lowest Service Temperature (+10°F}.

(2) The 0 2W core barrel assembly1 G CB TS shipments shall be made no sooner than 136W days after shutdown of the reactor.

(3) Shipments shall be completed within 1,444 days of completion of closure ring welding to prevent excessive hydrogen buildup.

f. Additional Information The Nuclear Regulatory Commission in memorandum SGTB:RHO 71-9792 dated October 13, 1987, concurred that shipment of the 01G prototype Core Basket-Thermal Shield in the Model 1 01G Core Basket-Thermal Shield Shipping Container complied with the requirements of 10CFR71 .

The Nuclear Regulatory Commission in memorandum SGTB:NLO 71-9792 dated August 9, 1991, concurred that the shipment of one 01 G shipboard Core Basket-Thermal Shield assembly and associated irradiated components in the Model 1 01 G Core Basket-Thermal Shield Shipping Container complies with the requirements of 10CFR71.

Nuclear Regulatory Commission concurrence 'Nith renewal of this Certificate of Compliance is contained in their memorandum dated January 5, 2018.

The Nuclear Regulatory Commission, in memorandum TBD dated TBD, concurred that the shipment of one 02W Core Barrel Assembly and associated removal cover assembly in the modified, redesigned Model 1 01G Core Basket-Thermal Shield Shipping Container complies with the requirements of 10CFR71 .
