June 22, 2021 MEMORANDUM TO: Dennis C. Morey, Chief Licensing Processes Branch Division of Operating Reactor Licensing Office of Nuclear Reactor Regulation FROM:

Leslie C. Fields, Senior Project Manager /RA/

Licensing Processes Branch Division of Operating Reactor Licensing Office of Nuclear Reactor Regulation

SUBJECT:

SUMMARY

OF MAY 18, 2020, CLOSED MEETING WITH THE PRESSURIZED WATER REACTOR OWNERS GROUP TO DISCUSS EXCESSIVE WEAR IN THE CONTROL ROD STATIONARY GRIPPER On May 18, 2020, the U.S. Nuclear Regulatory Commission (NRC) staff held a closed meeting with representatives from the Pressurized Water Reactor Owners Group (PWROG) to discuss recent issues related to excessive wear in the control rod stationary gripper. The NRC staff requested the meeting based on staffs recent observation of excessive wear on stationary grippers and to determine if a root cause has been identified. This was a closed meeting due to the proprietary nature of the conversation.

Meeting topics included those relating to thermal sleeve and driveline degradation including:what are the potential causes of latch assembly wear, and do these affects lead to broader issues?what is the relationship, if any, with thermal sleeve wear?are there any mechanisms causing assembly wear and thermal sleeve wear that could lead to an unidentified result that might be a safety issue?

In the opening remarks, PWROG stated that it has formed a thermal sleeve degradation focus group earlier this year which includes members of PWROG, Electric Power Research Institute (EPRI), and other industry vendors. The purpose of the focus group is to review thermal sleeve degradation and develop guidance and tools for industry. One product developed includes NEI-0308, "Guidelines for the Management of Materials Issues" (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19079A256).

During the conclusion of the meeting, PWROG representatives stated that they would provide the NRC the thermal sleeve degradation focus group schedule of 2020 activities. The NRC staff requested to be informed about future updates and conclusions associated with excessive wear in the control rod stationary gripper. The meeting notice and agenda are available in ADAMS at Accession No. ML20126G527. Enclosed is a list of all meeting attendees who participated in the meeting via Skype. No presentation slides were presented at the meeting.
