SUMMARY

OF OCTOBER 1, 2020, PUBLIC MEETING FOR ELECTRIC POWER RESEARCH INSTITUTE PRESENTATION ON LEVERAGING RISK INSIGHTS FOR AGING MANAGEMENT PROGRAM IMPLEMENATION On October 1, 2020, the U.S. Nuclear Regulatory Commission (NRC) held a Category 1 public meeting to discuss the Electric Power Research Institutes (EPRI) recently published report on Leveraging Risk Insights for Aging Management Program Implementation. The report addresses the use of risk insights as related to aging management programs (AMPs) and presents the findings of two table-top exercises - one on a Selective Leaching of buried piping AMP, and one on a Cable Condition Assessment and Monitoring AMP. The meeting slides for the EPRI presentation are available at Agencywide Documents Access and Management System (ADAMS) Accession No. ML20287A126. In addition, this issue was also the topic of a previous public meeting, held May 27, 2020, as discussed in the meeting summary available at ADAMS Accession No. ML20160A033.

The EPRI presentation addressed a number of areas relative to the use of risk insight for aging management program implementation as follows:

Background and Perspectives EPRI indicated that it had identified that there was currently an opportunity for improvement in the use of risk information in the area of aging management program implementation and that the desired outcomes and expected framework attributes have been determined. There was broad involvement in the leveraging risk insights team including EPRI, Exelon, PSEG, Southern, Ameren, South Texas Project, Dominion Energy, ENERCON and NEI. EPRI further indicated that there had been progress made on the framework development.

L. Gibson Framework The framework was being developed to focus resources on leveraging risk insights to inform decisions. The framework emphasizes consequences as the basis for actions and accounts for likelihoods of consequential outcomes. It considers risk management strategies to reduce likelihoods and influence consequences. The framework guides inspections to refine likelihood models, builds component-level understanding of risk, and reinvests knowledge to enhance AMP implementation activities.

Risk Insights Aspects The general intent of the framework is to use an overall structure similar to existing processes but adapted to AMP implementation. Items to be addressed include leveraging risk insights in a cost-effective, technically justifiable manner, integrating aspects of AMP implementation with quantitative risk results in a consistent approach, defining thresholds for decision-making, and establishing a process and guidance that is transparent and scrutable. The framework for the use of risk insights in license renewal includes the use of the likelihood input and the consequence input to develop a detailed process. The framework outcome is currently in development.

Selective Leaching and Cables Tabletops The stakeholders performed two tabletop exercises using the concepts discussed in the EPRI report and presentation: (1) to optimize the sample population for selective leaching AMP inspections and (2) to determine the possible technical basis for the XI.E3 AMP interim staff guidance (ISG) to allow for a ten-year test frequency.

Lessons Learned and Path Forward The presentation completed with a discussion on the lessons learned in the tabletops exercises and the path forward on the leveraging risk insights timeline. The lessons learned indicated that obtaining good detailed system, structure and component (SSC) data is a key factor and the following:

  • Technical experts can determine initial likelihood factors and scaling independently
  • Likelihood factors can largely be universally applied, but the specifics will be site specific
  • Consequence factor concepts can be applied universally, but the specifics will be site specific
  • Technical and risk experts are needed to determine initial consequence factors and scaling
  • Utility peer participation is valuable
  • Blending quantitative and qualitative risk information is a challenge
  • Focus on nuclear safety consequences as a priority
  • Non-probabilistic risk assessment (PRA) based risk factors (e.g., enterprise, financial, operational, regulatory) still need to be considered in management strategy Future activities include:
  • 2020 (Fall-Winter) - Pilots based on the Summer Tabletop Exercises
  • 2021 - Report: Leveraging Risk Insights for Aging Management Program Implementation
  • 2021 and beyond - as more EPRI research is completed, additional work will be completed to see the savings when compared to the pilots and presentations and reports will be generated

L. Gibson Following the EPRI presentation, the NRC, EPRI, and other members of industry discussed potential future uses of formal risk insights in license renewal. The NRC staff indicated that a significant amount of information had been presented and that the staff would proceed with reviewing the EPRI report, as made available via the EPRI electronic reading room as established with the NRC Office of Research.
