CLOSURE OF USER NEED REQUEST UNR NRR-2018-004, SUPPORT RISK-INFORMED REVIEWS OF INSTRUMENTATION AND CONTROL SYSTEMS/COMPONENTS - TECHNICAL BASIS AND REGULATORY APPROACHES The purpose of this memorandum is to inform you that the Office of Nuclear Regulatory Research (RES) has completed activities for User Need Request (UNR) NRR-2018-004, Support Risk-Informed Reviews of Instrumentation and Control Systems/Components (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18087A071).

For this UNR, RES staff worked closely with staff from the Division of Engineering and External Hazards (DEX) in your office. The UNR requested RES perform the following tasks:

Task 1. Assess the technical feasibility of risk-informed approaches and further integrating risk insights into the regulatory review framework for instrumentation and control (I&C) systems or components.

Task 2. Establish a risk-informed categorization process for classifying major I&C systems or components with respect to risk insights and safety significance.

Task 2 is contingent to the findings of Task 1.

Task 3: Establish potential methods and analytical tools for: (a) estimating failure frequencies of I&C systems; and (b) assessing and addressing uncertainties in these estimates. Task 3 will be performed in parallel with Task 1, Task 2, and Task 4.

H. Nieh 2 Task 4: Develop recommendations for further integrating risk insights into the I&C regulatory infrastructure, including license review approaches and inspection focus. Task 4 is dependent upon Tasks 1 and 2 and will be initiated upon completion of these tasks.

RES provided the Task 1 Technical Letter Report to DEX on September 4, 2020 (ADAMS Accession No. ML20296A259). Subsequent to delivery of the report, a meeting was held between DEX management and management from the cognizant divisions in RES to discuss the findings and path forward. Considering the near-term needs of the program office, the decision was made to not continue with the remaining Tasks in the subject request.

RES established an online quality survey to collect feedback from user offices on the usefulness of RES products and services. This survey can be found online at the RES Quality Survey. I would appreciate the responsible manager or supervisor completing this short survey within 10 working days to present your offices views of the delivered RES product.
