October 21, 2020 ALL AGREEMENT STATES, U.S. NUCLEAR REGULATORY COMMISSION (NRC)

OFFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS (NMSS), NRC REGIONS I, III AND IV NOTIFICATION OF THE ISSUANCE OF NMSS TEMPORARY INSTRUCTION TI-003, EVALUATING THE IMPACTS OF THE CORONAVIRUS DISEASE 2019 PUBLIC HEALTH EMERGENCY AS PART OF THE INTEGRATED MATERIALS PERFORMANCE EVALUATION PROGRAM (STC-20-075)

Purpose:

To inform the National Materials Program that the NRC staff has issued Temporary Instruction TI-003, Evaluating the Impacts of the Coronavirus Disease 2019 Public Health Emergency as Part of the Integrated Materials Performance Evaluation Program, as final.

Background:

The NRC staff developed a draft TI, in coordination with the Organization of Agreement States, to provide Integrated Materials Performance Evaluation Program teams with guidance on how to review Agreement State and NRC Program performance in areas that have been adversely affected by the Coronavirus Disease 2019 (COVID-19) public health emergency (PHE). The purpose of this TI is to identify areas that fall under the IMPEPs common and non-common performance indicators that could be impacted by the COVID-19 PHE, and provide guidance on how to consistently assess performance in these areas. NRC issued the draft TI in Radiation Control Program Director (RCPD) letter RCPD-20-008, on August 24, 2020, and requested comment comments by September 23, 2020.

Discussion: Based on the comments received, the NRC staff revised the TI, and is issuing the TI as final. The final TI, a summary of the public comments on the draft TI, and NRC staff responses to public comment are available at Agencywide Documents Access and Management System (ADAMS) Accession No. (ML20287A506). The final TI will also be posted on the State Communications Portal (SCP) public Web site at:

https://scp.nrc.gov/procedures.html. The final TI is available for immediate use by all stakeholders.
