PURPOSE, OUTCOME, AND PROCESS NRC - SNC COUNTERPART MEETING OCTOBER 16, 2020

Purpose:

Enhance communications between NRC and SNC on licensing planning and scheduling Outcome:

Mutual understanding of schedule and resource impacts of fleet, quick turnaround, first-of-a-kind submittals, and plant-specific versus NRC-approved topical reports Determine the merit of having periodic counterpart meetings Process:

Introduce new NRC staff responsible for SMC and review plant assignments o Caroline Carusone - new DORL Deputy Director o Stephanie Devlin-Gill - PM in training NRC licensing assignments o John Lamb - Vogtle, Hatch and SNC fleet o Shawn Williams - Oconee and Farley - shifting off SNC o Stephanie Devlin-Gill - taking over Farley but will support all SNC, as needed NRC stopped issuing the RIS requesting projection of licensing actions, preferring that same goal be accomplished by normal communication between licensees and NRC PM o Normal expectation is 1-year notice o Outages almost always challenge this - rare to get more than 6 months for relief requests o Submittal delay is not generally reflected slide of requested completion date SNC licensing o Tends to be first in the door for first-of-a-kind reviews o Heavy use of Technical Specification Task Force (TSTF) Travelers o Risk-informed licensing - what is next?

Successes:

o Farley: 10 CFR 50.69, SFP criticality analysis, MUR, TSTF-567 CLIIP, TS 3.3.1 RTS/RTP & 3.3.7 CREFS o Hatch: NFPA 805, 10 CFR 50.69, TSTF-51 Core Alt, BWRVIP, One-time EDG, o Vogtle: End States o Numerous COVID-19 reviews Challenges:

o Fleet EP Amendments - staffing and augmentation: deviates from industry practice; competing Vogtle 3&4 needs; would be a precedent; could exceed schedule and review estimates o Hatch TSTF-582: 4-month review for CLIIP
