[External_Sender] Donna Gilmore comments: CISF EIS Docket ID NRC-2016-0231 Interim Storage Partners, Texas Why doesn't the NRC show the air vents in the drawings (slide 16)? Likely because they don't want people to know the only protection from radioactive releases is a 1/2" to 5/8" thin-wall uninspectable unmaintainable cracking stainless steel canister.

10/1/2020 NRC Slides https://www.nrc.gov/docs/ML2027/ML20274A035.pdf Partially cracked canisters have not been evaluated for earthquake safety. Therefore, it should be in-scope to assume an earthquake could cause canister failure.

Also, canisters are not inspected for cracks before or after transport.

They don't have the technology to find cracks or depth of cracks.

NRC Commissioner David A. Wright asked NRC engineer Christian Araguas the status of ability to inspect and repair canister cracks. Araguas admitted they have no ability to inspect canisters for cracks. They have no ability to detect the flaws or understand and characterize the flaws. He did not respond to Commissioners question regarding repair technology.

However, there appears to be no effort by the DOE, NRC or US nuclear industry to consider the only real solution thick-wall casks that meet ASME N3 and other safety standards.

10 Reasons to use thick-wall casks https://sanonofresafety.files.wordpress.com/2018/05/10reasonstousethicknuclearwastestoragecas ks.jpg?w=1024 The Swiss already use systems that meet these and other safety requirements. They also have an on-site dry transfer system (hot cell) facility. They store thick wall casks in thick concrete passively cooled buildings for additional environmental and security protection.

Swiss Solution https://sanonofresafety.org/swiss/

Why does the NRC continue to allow exemptions to their regulations, exemptions to ASME codes and ignore safety requirements in the Nuclear Waste Policy Act for monitored retrievable fuel storage and transport? The only logical answer can be they put nuclear industry financial interests above our safety. Those NRC Commissioners and others who endorse this travesty should be held accountable for their actions.

The only safe viable option is to repackage nuclear fuel waste into thick-wall casks that meet ASME N3 nuclear pressure vessel code certification for storage and transport and meet other current safety regulations and laws. This must be done at existing sites.

Continuing to do otherwise will result in environmental catastrophes across the country. Given prevailing winds, the radiological releases will travel across the country, similar to how the smoke from California and other fires travels across the entire country.
