Nuclear Regulatory Commission(NRC),

Iamresponding toyour September 1,2020,letter urging the agency toexamineseriously safety culture attheTurkey Point Nuclear Generating Station (Turkey Point) afterthree unplanned shutdowns inAugust 2020andconcerns related toinspection and maintenance wereidentified in2019.Youalso requested additional information about whether plant employees andthepublic wereatrisk at anytimeduring therecent shutdowns.

Asdiscussed during abriefing with your staff on September 11,2020,theNRCinitiated aspecial inspection following theunplanned shutdownsby assembling afive-person teamto review andassessthecircumstances ofeachshutdown, the licensee's response,reactor operator performance, andactions taken tocorrect the situation.

This isinaddition tothesafety inspections routinely performed atTurkey Point bytheNRC's onsite resident inspectors supplemented asneededbyinspectors fromoneofourregional offices.

Thespecial inspection teammembershaveexpertise inreactor operations, risk

analysis, and engineering andare being supported bystaff specifically trained inevaluating safety culture.As part ofits initial assessment, theNRCstaff determined that there wasnoimpact onpublichealth andsafety resulting fromtheunplanned shutdowns.

Thespecial inspection teamwill continue its activities toassess licensee performance andresponse.

Theinspection report fromthe team is expected tobecompleted andpublicly available inearly November 2020.Additional detailed information about thespecial inspection andyourspecific concerns about Turkey Point isprovided in the enclosure tothis letter.
