COMPLETION OF RECOMMENDATIONS FOR THE AUDIT OF THE NUCLEAR REGULATORY COMMISSION SPECIAL AND INFREQUENTLY PERFORMED INSPECTIONS (OIG-18-A-13)
The purpose of this memorandum is to inform the Office of the Inspector General (OIG) that all recommendations for OIG-18-A-13, Audit of the Nuclear Regulatory Commissions (NRC)
Special and Infrequently Performed Inspections (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18136A734) have been completed.
Recommendation 1:
Update Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program -
Operations Phase, Appendix C, Special and Infrequently Performed Inspections, and applicable Office of Nuclear Reactor Regulation (NRR) guidance to reflect the requirement to ensure consistent and periodic reviews of IMC 2515, Appendix C, inspection procedures.
Staff Response:
On May 29, 2020, the staff revised IMC 0307, Reactor Oversight Process Self-Assessment Program, Appendix A. This revision included aligning the IMC 0307, Appendix A, metric for periodic review of Reactor Oversight Process (ROP) IMCs and Inspection Procedures to the 5-year periodic inspection manual document review requirement in NRR Office Instruction OVRST-102, NRR Procedures for Processing Inspection Manual Documents.
On July 23, 2020, the staff revised IMC 0040, Preparing, Revising and Issuing Documents for the NRC Inspection Manual, to add a requirement to conduct a periodic review of ROP Inspection Manual documents (consistent with OVRST-102).

2 B. Baker On July 31, 2020, the staff revised IMC 2515, Appendix C, to include the following statement:
Each inspection procedure in the table below will be reviewed in accordance with the periodicity and process specified in Inspection Manual Chapter (IMC) 0040, Preparing, Revising and Issuing Documents for the NRC Inspection Manual. IMC 0307, Appendix A, Reactor Oversight Process Self-Assessment Metrics and Data Trending is used to assess the conduct of this review.
