APPROVAL OF AMERICAN CENTRIFUGE OPERATINGS LICENSE AMENDMENT REQUEST TO ENABLE THE RE-ESTABLISHMENT OF ITS POSSESSING FACILITY CLEARANCE FOR ITS LEASED FACILITY IN PIKETON, OHIO (EPID L-2020-SPR-0003)
Dear Ms. Wiehle:
By letter dated March 31, 2020 (Agencywide Documents Access and Management System
[ADAMS] Accession No. ML20136A471), American Centrifuge Operating (ACO), a subsidiary of Centrus Energy Corp., requested that the U.S. Nuclear Regulatory Commission (NRC) amend its License Nos. SNM-7003 and SNM-2011 for the American Centrifuge Lead Cascade Facility (LCF) and the American Centrifuge Plant (ACP), respectively, by reviewing and approving the following documents included in the March 31, 2020 submittal:
(1) SP-3605-0041 entitled, Security Plan for the Protection of Classified Matter at the American Centrifuge Plant in Piketon, Ohio, (2) SP-3605-0018 entitled, High Assay Low Enriched Uranium (HALEU) Cascade Engineering, Procurement, and Construction (EPC) Temporary Security Plan, (3) SP-3605-0039 entitled, American Centrifuge Classified Cyber System Security Plan (SSP) in Piketon, OH, (4) SEC-18-0002 entitled, American Centrifuge Operating, LLC (ACO) - Cyber System Security Plan (SSP), and (5) 331-06-161 entitled, American Centrifuge Program Operations Security Plan Piketon, Ohio.
Enclosures 1, 2 and 4 transmitted herewith contain Security-Related Information. When separated from the sensitive conditions in Enclosures 1, 2 and 4, this document and Enclosures 3 and 5 are decontrolled.

OFFICIAL USE ONLY SECURITY-RELATED INFORMATION The purpose of SP-3605-0041 and its supporting documents SP-3605-0018, SP-3605-0039, SEC-18-0002 and 331-06-161 is to properly protect classified matter in support of Centrus ACP HALEU Demonstration Program at Centrus facility in Piketon, Ohio.
The NRC staff has completed its review of the documents listed above and has found them to be acceptable. The details associated with the reviews are documented in a non-public Safeguards Evaluation Report (Enclosure 1). Enclosures 2 and 3 to this letter provide complete and redacted versions of Amendment No. 19 of License SNM-7003 for the LCF, which is effective immediately. Enclosures 4 and 5 to this letter provide complete and redacted versions of Amendment No. 11 of License SNM-2011 for the ACP, which is effective immediately. These amendments enable NRC to issue a possessing facility clearance to ACO for its Piketon facility.
As part of this licensing action, the following amendments to SNM-7003 and SNM-2011 are being made:
(1) New License Conditions (LCs) 10.p and 10.s have been added incorporating SP-3605-0041, dated October 16, 2020 (ADAMS Accession No. ML20295A353) into SNM-7003 and SNM-2011, respectively.
(2) New LCs 10.r and 10.u have been added incorporating SP-3605-0018 dated October 16, 2020, (ADAMS Accession No. ML20295A353) into SNM-7003 and SNM-2011, respectively.
(3) New LCs 10.s and 10.v have been added incorporating SP-3605-0039 dated September 10, 2020, (ADAMS Accession No. ML20262H125) into SNM-7003 and SNM-2011, respectively.
(4) New LCs 10.t and 10.w have been added incorporating SEC-18-0002 dated September 10, 2020, (ADAMS Accession No. ML20262H125) into SNM-7003 and SNM-2011, respectively.
(5) LC 10.m and LC 10.p have been modified to incorporate the revisions to 331-06-161 dated October 16, 2020, (ADAMS Accession No. ML20295A353) into SNM-7003 and SNM-2011, respectively.
The NRC staff also noted that LC 10.j, 10.k, and 10.n of SNM-7003 addressed plans that do not exist anymore. As such, these LCs are being deleted.
In accordance with Title 10 of the Code of Federal Regulations, Section 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter and Enclosures 3 and 5 will be available electronically for public inspection in the NRC Public Document Room, or from the Publicly Available Records component of the NRCs ADAMS. ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room). Enclosures 1, 2 and 4 to this letter contain sensitive, unclassified information, and are deemed Official Use Only (OUO). Therefore, these will not be placed in the Public Document Room, nor will they be publicly available in ADAMS.
