[External_Sender] Docket ID NRC-2018-0052 Draft Environmental Impact Statement Comment
Dear NRC Staff,
The following comments were transcribed from the video recording of the Peoples Hearing held by the Nuclear Issues Study Group on Wednesday, September 16, 2020 (Available online: https://www.youtube.com/watch?v=CfCBsXCQyOU). These written comments are being submitted with the consent of the commenters. The transcription was made possible by the work of the Nuclear Issues Study Group volunteers.

CAL MCMANUS Hi, my name is Cal McManus. I use they/them pronouns. I am reporting my comment from Tiwa lands. Right behind me are stored warheads that most of the people of this land don't know about, nuclear warheads. We have Sandia National Labs right behind us pretty much at the same site. To this direction, north, we have Los Alamos National Labs, the Manhattan Project. In this direction to the south we have the Trinity Site where people are still experiencing the health effects and cancer. We just recently had more folks pass away this summer because of the effects of the Trinity Site. So Holtec, the NRC is willing to give license to an international corporation to bring the waste here. We say, this area is closed, do not enter, we do not consent for you to bring the nation's energy waste to New Mexico. In the Draft Environmental Impact Statement, theyre finding that there is no cultural value to the area, to the Holtec site, when we know it's an archaeological location where they found artifacts from up to 11,000 years ago. The research is inadequate. We know that within the Draft Environmental Impact Statement they reported that there is no significant risk or environmental racism happening. We know that's not true. Within their own map in the Draft Environmental Impact Statement, we can see that what they're declaring a minority," which we know in New Mexico is a majority of Black Indigenous, and People of Color population here. In their own map in the Draft Environmental Impact Statement, you can see the communities that live right in the area are Black, Indigenous, and People of Color. So the research is inadequate.
They haven't fully done a Draft Environmental Impact Statement. When we look at the health data, they compare New Mexico health data to the United States for the top three leading causes of death. They did not look at county data for Eddy and Lea County which when we find, when we look at that, we know that the cancer rates, the heart disease rates, and the unintentional injuries which includes transportation injuries are higher in those two counties than they are in New Mexico, but they did not look at that.
We have a letter from the Hopi tribe stating that the area of concern is a cultural area.
The area where Holtec wants to build is a cultural area significant to their tribe, yet the Draft Environmental Impact Statement says that there's no cultural significance in the area. So, we're going to let them in? No, we do not consent. We do not consent, NRC.
We do not consent to Holtec International bringing the nations environmental waste here... environmental waste that you dug up and it hurt the communities here, brought cancer here. We do not consent to the nation's nuclear waste coming to New Mexico again.
