Just back up for a minute...I know you have taken time with all these plans but consider that you are trying for a solution that is untenable. You are just kicking the can down the road. What is the next generation supposed to do with this? And the next? and the next?
It's a deeply unpopular plan for a reason!! Why, just the risk to water is enough to put pay to these ideas. When water is so precious out west you bring forth a "solution" that puts it at risk from Texas to South Dakota. Michiganders are fiercely defending the amazing Great Lakes as it is and you want to put barges on them? Seriously?
New Mexico is so beautiful, and you want it to be a nuclear waste dump.
The only way you can even approach implementing these plans is to lie and obfuscate them.
